The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are released from multiple capitals. Considerable effort is expended on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a ability afforded by current data. From observation points, military aircraft that had been deployed to counter approaching aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Persistent Threats

Soon after, a automatic firearm opened up on a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington operates on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
